Subject: Urgent Notice for Stakeholder Awareness and Protection Against Bogus Solicitations and Scams

This Office hereby notifies all stakeholders of the Civil Aeronautics Board to exercise vigilance and precaution in view of a recent incident report involving a fraud perpetrated by criminal elements that operate by impersonating the undersigned. According to reports, persons claiming to represent/impersonate this Office solicit funds from stakeholders for a variety of purposes.
One executive of an airline reported that a person messaged him, identifying himself as the undersigned. The scammer started with some friendly greetings, and then solicited financial support for a supposed scholarship assistance that he is extending to a certain person.
Please be aware that this scam is not new. It rears its ugly head every now and then. A few years ago, there was a spate of the same impersonations. That time, it was apparent that the scammer was reading public notices of hearings involving CAB stakeholders. The scammer was somehow able to get the names and numbers of senior officials of stakeholders and then call him or her, saying that he (purporting to be the undersigned) has already taken care of the application and then proceeded with the scam.
Be advised therefore that the Executive Director of the CAB is never asking and will never ask for any solicitation for any purpose from aviation stakeholders. Kindly make the appropriate advice to the responsible personnel in your company, to protect our stakeholders and the CAB, as well. For reference, attached is a screenshot of the Viber number and picture used by the perpetrator in one of his communications.
Finally, we would like to assure our stakeholders that the CAB remains committed to its highest regard for a true and honest delivery of public service.
